A socio-cultural group, Patriots of Ijaw Nation (PIN), has decried the role of the Bayelsa State governor, Hon. Seriake Dickson, in the violence and attacks that marred the December 5 governorship election in the state.
In a statement on Sunday in Yenagoa, PIN said it was the height of insensitivity and arrogance on the part of Dickson to have set up a commission of inquiry to investigate the violence he had unapologetically sponsored and instigated.

The statement signed on behalf of PIN by its Publicity Secretary, Mr. Kesiye Newman, reads: “We note with disgust the decision of the governor, Hon. Seriake Dickson, to establish a judicial commission of inquiry to probe the violence witnessed during the December 5 and 6 elections in Bayelsa State. From Odioma to Ekeremor, Oporoma, and other flashpoints in the state during the election, Governor Dickson was a principal actor in the violent attacks that resulted in killings, and even a blind person in the areas where the crisis took place could see it.

“But if there was any doubt by anyone as to the involvement of Dickson in the electoral violence, it was completely erased by the direct incitement to fratricidal violence and murder contained in broadcasts and statements by the governor during the voting exercise.

“Dickson knows without any shadow of doubt that he was directly behind the attacks and killings visited on hapless Bayelsans as they came out to exercise their civic responsibility of voting on December 5 and 6.

“Apart from running riot on the liberties and peace of our communities, Dickson also pointedly told his foot soldiers to manhandle and even kill security operatives and officers of the Independent National Electoral Commission if the outcome of the governorship election did not favour him. Which was what the world saw in many places across the state during the elections.

“The military, police, and other security agencies that oversaw the elections have also since noted the ignoble role of Dickson in the deaths and destructions of the very people the Nigerian constitution principally mandates him to secure.

“Dickson has not deigned to apologise to the people of Bayelsa State or show any sign of remorse for his crimes against the people.

“Now, to add insult to injury, Dickson has set up a judicial commission of inquiry to investigate the same killings the people of Bayelsa State expect him to apologise for instigating. His aim, apparently, is to use the inquiry as a ploy to arrest and further harass persons perceived to be politically opposed to him in the on-going election process. This is the height of arrogance, recklessness, and insensitivity.

“We are dismayed by the silence of the federal government in the face of the treasonable acts and threat to peace by Dickson.

“The inquest commissioned by Dickson is an insult on the collective psyche of the Bayelsa people, especially, those who suffered loss of loved ones, injury, and destruction of property during the riots called by the governor. This inquiry is a serious threat to peace in the state. 

We may be forced to take our destiny in our hands to halt the insult if the relevant authorities fail to call Dickson to order.
“Besides, governorship election is a federal issue and Dickson has no right to dictate the process. And he cannot be a judge in his own case, as he has chosen to be.

“Dickson’s recklessness is reaching new heights that endanger not only Bayelsa State, but the whole country.
“Dickson must be called to order now!”

The clash between the Nigerian Army and members of the Islamic Movement in Nigeria, a shi’a muslim group, in Zaria has continued to generate reactions from within and outside the country.

On Sunday, the Islamic Human Rights Commission (IHRC) stormed the Nigerian High Commission in London, United Kingdom, to express their support for the group and condemn the army for the attack that has been described as “unprovoked” in many quarters.

Members of the IHRC could be seen with placards with different inscriptions including “Nigerian Army are killing unarmed civilians now”.

Men of the Ogun State Police Command have arrested a herbalist, who allegedly keep firearms for a gang of armed robbers in the state.

The herbalist, identified as Musiliu Otun, was arrested by operatives of the Special Anti Robbery Squad, SARS, at Itunranikenken area of Sagamu in Sagamu Local Government Area, while in possession of some guns and ammunition allegedly belonging to his clients, who are armed robbers.

A statement issued yesterday in Abeokuta, the state capital by Police Public Relations Officer, PPRO, Muyiwa Adejobi said Otun was arrested with assorted charms allegedly prepared for his armed robber clients.

“The Special Anti Robbery Squad of Ogun State command has arrested one herbalist for keeping arms and making charms for a group of suspected armed robbers who have been terrorising innocent Nigerian particularly the good people of Ogun State,” he said.

Adejobi further explained that SARS operatives had being on watch out for the herbalist, following a tip off on the activities and involvement of the man in many robbery operations of the suspects.

The PPRO also said SARS operatives carried out a raid in the house of the herbalist last Friday December 11 and arrested him.
In another development, police in Sagamu yesterday arrested one Kabiru Soyemi for robbery and cultism.

The Lagos state chap­ter of the Peoples Democratic Party, PDP, has strongly berated Governor Akinwunmi Am­bode for lacking morals and commitment to Lagosians.

The party said the stance is coming on the heels of the governor’s recent generalisation and condemnation of the at­titudes of Lagosians and the decision to deploy the state’s newly bought secu­rity helicopter to his party leader for mere social function at Ife.

Lagos PDP in a state­ment signed by its public­ity secretary, Barrister Taofik Gani said whereas Governor Ambode is cold, indifferent and ungrateful to Lagosians, he has exhib­ited unprecedented com­mitment, gratitude and servitude to his godfather.

“We thus conclude that Lagosians have no place in the heart of the governor except that which coin­cides with the interest of the governor’s godfather.”

It would be recalled that at a recent function of Iyalode of lagos Forum/ health screening, the gov­ernor scored Lagosians low in morals and atti­tudes, thus called for atti­tudinal change.

“It is our take that the governor’s conclusion is an insult, blackmail and diversionary. He should rather appreciate Lagosia­ns who have for these years indulged the ineptitude, exploitation and dehuman­ising policies of the state government; a practice which has become the la­bel of APC in the state and which Governor Ambode is now continuing. He should apologise to Lagosians.

“This governor’s assess­ment of Lagosians is very uncharitable and misdirect­ed. It is a fumble. Lagosians are known to be persevering and supporters of good gov­ernment policies”, the party said.

The All Progressives Congress (APC) in Kwara State has declared that the opposition Peoples Democratic Party (PDP) would be defeated whenever local government council elections are conducted in the state.
‎The party in a statement by its Publicity Secretary, Alhaji Sulyman Buhari, said the monumental corruption perpetrated by the PDP-led government in the last dispensation was unequalled in the history of Nigeria.

“Having noted the wish and hallucination of the opposition Peoples Democratic Party (PDP) as regards the next local government council elections in Kwara State, It must be expressly stated that if council election holds tomorrow the APC will triumph and the PDP is bound to suffer the same fate it suffered during the 2015 general elections. 

“Infact, the present state of Kwara PDP has become severely pathetic. The party is daily-bleeding and more disorganised than ever. ‎As a matter of fact, after the 2015 general election, many credible leaders of the party have formally dissociated themselves from its activities while many more PDP leaders have found refuge in our party, the APC.

“Instead of taking the honorable step of joining hands with the Governor Abdulfatah Ahmed-led government to address the harsh effects of PDP’s massive looting and mismanagement of national resources, the party chooses to infect the airwaves with childish propaganda by making hallucinations on council elections. The PDP should stop being emotional with its childish propaganda. 

“‎Perhaps, the PDP should be reminded of the level of damage it perpetrated in this country. In the face of severe attacks and killings of Nigerians and our military men by Boko Haram elements, who could have imagined that any public official would divert funds meant for arms to private pockets?

“It happened during the PDP era. Under the leadership of the same PDP, returned looted funds from past government were re-looted by top PDP leaders. The monumental corruption perpetrated during the PDP era is unequalled in the history of Nigeria. 

“Finally, the factors that led to the dismal outing of Kwara PDP in the last general elections are still constant. No nature of rebranding can save it from self-induced trauma. The identity of the party is as defective as the characters of its leaders.
“For the people of Kwara State, PDP has been dumped into the basket of infamy,” it said.

The Federal Government has ordered a “special audit” of the books of some government funded agencies to get a clearer picture of their expenses.
It was gathered that President Muhammadu Buhari approved the special audit of the agencies when some irregularities were discovered in their books.

According to a source, who declined to be named because he is not permitted to talk to the media, the government wants to “look into the expenses, printing costs (considered very high), revenue sharing contracts and other suspected irregularities of these government funded bodies”.
The special audit is part of the government’s “efforts to focus on non oil revenues generated through its board and agencies, which are not accounted for and, therefore, resulting leakages.

For the special audit is the West African Examination Council (WAEC). In 2014, WAEC’s salary/overhead capital from the Federal Government of Nigeria totalled N4.8 billion representing 100 per cent funding by the Federal Government.

The examination body’s Internally Generated Revenue (IGR) from fees made from public sale of forms and other examination materials was put at N16.6 billion from the 2014 accounts.
What triggered the government’s interest in the financial activities of WAEC was that “all its IGR was spent on examination costs with very high charges for printing, travelling etc, resulting in lots of waste”.

“Just N25 million was paid into the Consolidated Revenue Fund (CRF),” the source said.
Also for special audit is the National Examinations Council (NECO), which in 2014 received N4.9 billion, representing 100 percent funding of its activities. The same year, NECO was said to have generated N11.7 billion, but “the same story all over again, with almost all the money spent and just N6.9 million remitted the to CRF”.

Auditors have been assigned to these examination bodies to examine their transactions, with a view to making them remit more to the CRF and to boost the government’s revenue base outside crude oil sales.
Late last week, the Minister of Finance, Mrs Kemi Adeosun, issued a circular on guidelines regarding budgeting, revenue and expenditure aimed at ensuring that Ministries Departments and Agencies (MDAs) remit revenue and generate operating surpluses which, by law, ought to be credited to Consolidated Revenue Fund (CRF).

The circular is aimed at compelling Boards and Agencies which operate outside budgetary control to comply with Section 22(2) of the Fiscal Responsibility Act (FRA), which lists agencies , such as Nigeria Port Authority (NPA), NIMASSA, NAFDAC, JAMB, NTA, NCC, CAC, NECO, to remit 80 percent of their operating surplus into the Consolidated Revenue Fund.

The Minister of Finance had lamented that “records show very poor compliance with the provisions of the Fiscal Responsibility Act. Some agencies have never credited the Consolidated Revenue Fund despite having salary, capital and overhead financed by the Federal Government. Indeed, cost to income rates of 99.8 percent have been the average, meaning that they spend all their internally generated revenue and subventions released to them.”

The Minister said such practices are not sustainable in any economic climate and with the current serious economic challenges being faced by Nigeria, “this can no longer be tolerated. Accordingly, all revenue generating agencies must comply with the circular and cut their costs.”

In the circular sent to MDAs, the Minister said “revenues generated by all Ministries, Departments and Agencies (MDAs) must be reported on a gross basis prior to any deductions. Also, all self-funded Federal Agencies are to limit their annual expenditures from their internally generated revenues to not more than 75 percent of their total gross revenue while fully funded agencies are to remit all their internally generated revenue (IGR) to the Consolidated Revenue Fund (CRF).”

The Circular added that “henceforth, 80 percent of the resulting operating surplus by MDAs should be remitted into the Consolidated Revenue Fund (CRF) on a quarterly basis, in accordance with the Fiscal Responsibility Act.”

To ensure sustained and regular monitoring of the financial activities of MDAs, the circular required “all MDAs funded through the annual budget must submit monthly Expenditure Transcripts and Revenue Returns, to the Office of the Accountant-General of the Federation (OAGF), while agencies not funded through the annual Federal Government budget are to prepare and submit Quarterly Management Accounts including Revenue Returns to the OAGF.”

The Minister warned all MDAs “that in line with Financial Regulations (FR) 107, the Accountant-General of the Federation will carry out routine revenue monitoring and inspection visits to the MDAs to verify compliance with the new guidelines. 

The circular said any Accounting Officer/Chief Executive Officer of MDAs that defaults in remitting revenues as appropriate and as when due shall be sanctioned accordingly and the renewal of the tenure of appointment of Accounting Officers/Chief Executive Officers shall be tied to their compliance with the content the new guidelines.”

According to a report by SR, the embattled immediate past Minister of State, Bashir Yuguda, has told the Economic and Financial Crimes Commission (EFCC) that he gave a total of N600million cash to six chairmen of the Contact and Mobilisation Committee of the Peoples Democratic Party (PDP) for the 2015 general election.

He listed the beneficiaries as Bode George (South-West); Amb. Yerima Abdullahi (North-East); Peter Odili (South-South); Attahiru Bafarawa (North-West);  Jim Nwobodo (South -East); and Ahmadu Ali (North-Central).

He said he instructed Jabbama Limited to transfer N300million to BAM Properties whose account detail was given to him by a former National Chairman of PDP, Bello Haliru.

Yuguda, who made the allegations in a Statement of Witness/ Caution which he wrote on oath, said he sent N200million to the erstwhile PDP Governorship candidate in Kebbi State, Bello Sarkin Yaki.

He said a former Governor of Zamfara State, Mahmud Aliyu Shinkafi, also got N100million.
The statement is part of the proof of evidence against the former minister whose trial is scheduled to commence this week at the High Court of the Federal Capital Territory (FCT).
Yuguda will stand trial with ex-Governor Attahiru Bafarawa and his son, Sagir Attahiru; Dalhatu Investment Limited.

The ex-minister is expected to account for over N3.050billion including N1.1billion being part of the funds in the account of the ONSA and aggregate sum of N1,950,000 belonging to the Federal Republic of Nigeria, which sum was transferred to Jabbama Ada Global Services.The ex-minister said..

”For the cash disbursement of N600million, it was meant for the six zonal chairmen for Contact and Mobilisation Committees for Election of 2015. The chairmen are Bode George, Amb. Yerima Abdullahi; Peter Odili; Attahiru Bafarawa; Jim Nwobodo; Ahmadu  Ali. The sum of N100million was given to each chairman. I gave the money in company of Prof. Alkali, who was Political Adviser to former president. The zonal chairmen are for the Peoples Democratic Party(PDP). I also instructed Jabbama Limited to transfer the sum of N100m to Dalhatu Limited on the request of Attahiru Bafarawa.


”I also remember that Bello Sarkin Yaki was among the people that the then NSA instructed that I send the sum of N200million to. He was the PDP gubernatorial candidate in Kebbi State.”

Yuguda, who claimed that he had liaised with Stallion Limited, gave the details of other disbursements. His words..

”I knew the chairman of Stallion Limited whose second name I cannot remember. Between December 2014 to June 2015, on the instruction of the then NSA, I introduced Jabbama Limited to a staff of the company on the instruction of the chairman.

”When the account was in credit, disbursement was made from time to time on the instruction of the then NSA. Part in foreign exchange or transfers.

”I wish to add that sometime in February 2015, I instructed Jabbama to transfer the sum of N300m to BAM Properties. The account was given to me by Bello Haliru as one of the people the former NSA requested me to give money. I also remember that Mahmud Aliyu Shinkafi was sent the sum of N100million on the instruction of the then NSA.

”Further to my statement of 30th November, 2015, I have brought the sum of $829,800(equivalent to N200m) and N600m was given to me to distribute to the six PDP Zonal Committee chairmen. I don’t know who are the directors of Dalhatu Investment Limited but funds were transferred to the company’s account on the instruction of Dalhatu Bafarawa for the total amount of N1.5billion received from the then NSA by Jabbama Limited.

”I shall endeavour to recover the sum of N600million given to the six zonal PDP committee chairmen, while I appeal to the commission to use their machineries to trace the remaining balance of the money transferred to various accounts.”


The former minister however denied receiving another N200million credited to him.

”I have been shown transaction of N200million from the Office of the Accountant-General to Jabbama which Jabbama said it’s on my instruction but I cannot remember this instruction until I crosscheck. He said.

Some of the charges against Yuguda are: ”That you Col. Mohammed Sambo Dasuki whilst being National Security Adviser and Shaibu Salisu, whilst being the Director of Finance and Administration in the Office of the National Security Adviser, Bashir Yuguda whilst being the Minister of State for Finance between 5th February and 16th April 2015 in Abuja within the jurisdiction of this Honourable Court entrusted with dominion over certain properties to wit: an aggregate sum of N1.1billion being part of the funds in the account of the National Security Adviser with CBN committed criminal breach of trust in respect of the said property when you transferred same to the account of Jabbama Ada Global Services Nigeria Limited for the purpose of financing the campaign of PDP in the 2015 general election and you thereby committed an offence punishable under Section 315 of the Penal Code Act, Cap 532, Vol.4, LFN 2004.

”That you, Bashir Yuguda whilst being Minister of State for Finance between 23rd December 2014 and 10th February, 2015 in Abuja within the jurisdiction of this Honourable Court dishonestly misappropriated certain property to wit: an aggregate sum of $9,809,619 which was an equivalent of the aggregate sum of N1,950,000 belonging to the Federal Republic of Nigeria, which sum was transferred to Jabbama Ada Global Services to be converted into the said dollars and you  thereby committed an offence punishable under Section 309  of the Penal Code Act, Cap 532, Vol.4, LFN 2004.”


Meanwhile, a former Governor of Sokoto State, Alh. Attahiru Bafarawa, admitted that he collected N100million from Yuguda through Sagir Attahiru.


Bafarawa, in his statement to the EFCC, said: ”I know Bashir Yuguda. He called me to tell me there is money to be given for (sic) the North-West Campaign Committee which I asked how much and he told me is N100million for the seven states and ask (sic) to give it to Sagir which he did and the money was sent to the states campaign committee between 20th and 21st of February 2015 for the PDP Campaign for General Election.

”He did not tell me where the money was coming from. I did not ask him where the money was coming from.
”Sagir is my son and I directed Sagir to send the money to state chairmen campaign committee for PDP North-West.

”I also received N100million (dollar equivalent) from the North-West Campaign Committee. The money was given to me in the PDP National Chairman, Alh. Adamu Muazu house in Abuja in the presence of all the zonal chairmen as listed …and after collecting all this (sic) money, I gave the money to Abdullahi Yauri who was the Secretary of the North-West Campaign Committee to share to the state chapter and Yuguda didn’t tell me where he got the money from.”

According to several internation news, the President of Gambia has declared the small West African country now an  IslamicRepublic. He said the decision was made because Islam is the religion of the majority of its citizens and to break from the nation’s colonial past.
 
According to Arab News, President Yahya Jammeh made the declaration Friday at the end of a political rally held on the coastal village Brufut, about 15 kilometers (9 miles) west of the capital, Banjul.
“In line with the country’s religious identity and values, I proclaim Gambia as an Islamic state,” the Gambian leader told his supporters.
 
About 90 percent of Gambia’s 1.8 million people are Muslim. Jammeh was making a declaration about the republic, and was not declaring it in line with the jihadist organization known as the Daesh group.
“Gambia cannot afford to continue the colonial legacy,” Jammeh said.
In an attempt to allay the fears of religious minorities, Jammeh said the rights of Gambia’s Christian community will be protected.
 
Jammeh said that there will be no mandates on dress. “We will be an Islamic state that would respect the rights of all citizens and non-citizens.”
 
The head of the country’s Islamic body wouldn’t say if he endorsed the declaration.
“We haven’t met yet to discuss over the presidential announcement,” said Gambia’s Supreme Islamic Council Chairman Imam Momodou Lamin Touray.
 
Hamat Bah of the opposition National Reconciliation Party criticized the decision.“There is a constitutional clause that says that Gambia is a secular state,” he said.“You cannot make such a declaration without going through a referendum.”

Gambia is a popular beach destination for British tourists although Jammeh’s government has been regularly criticized by Britain and other Western powers for human rights abuses. Jammeh has ruled Gambia since seizing power in 1994.

The Nigerian Army has released a statement following Saturday's clash between detachments of the Army and members of Shitte Sects. The statement released yesterday Sunday, December 13, by the Acting Director Army Public Relations, Colonel Sani Kukasheka Usman reads:
"Saturday's incident involving clashes between detachments of the Nigerian Army, accompanying the Chief of Army Staff Lieutenant General TY Buratai and followers of Sheikh Ibrahim El Zak-Zaky, suspected to be members of the Shiite Sect in Zaria, leading to loss of lives as a result of the Shiite group members’ blocking roads and not allowing other passers-by to go about their lawful businesses and activities, was most unfortunate.
The Nigerian Constitution guarantees the rights of any group of persons and Sheikh El Zak Zaky's followers to hold a peaceful march or procession unhindered, but it also guarantees other people's rights of way on public highways. It is important to note that over the years this group has subjected ordinary citizens using public roads to untold hardship, delays, threats and disruption simply because they insist on using public space irrespective of inconvenience and hardship on other law abiding citizens and motorists. This cannot be tolerated and must stop!

As soon as order is restored to the situation in Zaria city and its environs, the Police will conduct an enquiry and the public will be informed. In the meantime, the public is advised to go about their lawful business and report any suspicious persons or incidents to the police."

Former Deputy National Chairman of PDP, Bode George, who has been implicated in the current $2.1 billion arms deal scandal, has denied claims of collecting N100 million from former Minister of state for Finance Bashir Yuguda. The elder statesman said he collected $30,000 from the said Yuguda for logistics of some PDP elders who were charged to reconcile warring factions in the party. He said this in a statement he released yesterday. Read this below
“My attention has been drawn to another mischievous and deliberately fraudulent claim that I collected N100 million from Bashir Yuguda, the former Minister of State for Finance. This is another blatant falsehood, stripped of any iota of truth. This is yet again a depraved continuation of lynch mob journalism orchestrated by an online newspaper. The salient fact is that very early this year, long before the election period, the party set up Contact and Mobilization Committee for each zone to reconcile various factions and ensure a firm unity of purpose within the zones before the election. I was elected as the Chairman for the South-West zone. The committee which was made up of 18 senior members of the party with distinguished history of honour and exemplary leadership, met at least 10 times in my office in Lagos. These people travelled all the way from every corner of the South-West, with three members representing each state. All of them are very much alive to testify to my assertions. Sometime in the middle of these deliberations, Yuguda came to me and said the party was reimbursing the 18 elders of the committee for their transportation, accommodation and feeding allowance for the work that was done. The committee later submitted the report of its deliberations to the party and then wound up. For all these efforts Yuguda gave the committee only $30,000. That was less than N6 million at that time. Yuguda can never claim that he gave the Committee N100 million. That is the figment of the imagination of rascally scribblers purporting to be journalists. Again, facts are sacred.”
