Agip Pipeline Bomber Arrested In Bayelsa

The Nigeria Security and Civil Defense Corps (NSCDC) – Bayelsa State Command confirmed the arrest of the suspected bomber of the Nigerian Agip Oil Company (NAOC) pipeline located in the Olugboboro community of Southern Ijaw Local Government Area (LGA) on Wednesday.

According to the NSCDC, the arrested bomber is one of the suspected criminals that planted dynamite that killed three oil workers on Easter Sunday. 

The Commandant of the NSCDC, Desmond Agu, said the dynamite exploded shortly after workers finished their repair work and were preparing to leave the facility.
Mr. Agu identified the arrested suspect as Seimghale Perekeyi. He was accompanied by Emekoko Taribo, Pani Bulogbo, James Komo and Samuel Joyce, according to Mr. Agu. The aforementioned suspects are still at large.

"The NSCDC has arrested a suspected vandal by the name of Seimghale Perekeyi. This vandal, along with others, attacked the Agip pipeline in Olugboboro, Southern Ijaw LGA of Bayelsa State on March 26, 2016 at about 1830 hours,” the Commandant reported.

He added, "The anti-vandalism unit of the Command trailed and arrested him. The other vandals are still at large, but our men are trailing them. Agip had contracted the repairs to a servicing company to remediate and clamp the vandalized points."

Mr. Agu said Mr. Perekeyi would be tried and prosecuted in accordance with the law, while NSCDC operatives continue to search for the other vandals. 

The Commandant also announced the arrest of ex-militant leader General Yeri, who had been wanted for vandalizing Agip facilities in Perigbene in Southern Ijaw LGA.

Mr. Agu further stated that the NSCDC had destroyed more than 400 illegal oil refineries in Bayelsa State.


Katsina Shiites Raise Alarm Over Military Intimidation


Members of the Islamic Movement of Nigeria (IMN), a peaceful group of Shiite Muslims throughout Nigeria, reported being intimidated and harassed by Nigerian army soldiers and police officers today in Katsina State. IMN and Shiite followers joined together in a peaceful procession to memorialize the daughter of the Prophet Mohammed, which they do annually.


An official statement from IMN, signed by the president of the IMN Media Forum Ibrahim Musa, expressed fear that intimidation by the security agencies could result in violence directed toward the group.
According to the statement, “reports from Katsina today have indicated that the Nigerian army is amassing troops in an attempt at a clampdown on the Islamic Movement in the town.”

Mr. Musa added, “early in the morning armed troops were seen surrounding the main Juma’at mosque, where a peaceful maulud procession of the daughter of the Prophet, Nana Fatima (AS) was scheduled to take off.”

It will be recalled that in December the Nigerian army brutalized and massacred at least 300 Shiites in a three-day rampage. SaharaReporters reported that unarmed IMN members, who had been blocking traffic, were accused of trying to assassinate the Chief of Defense Staff TY Buratai, and were summarily massacred at the scene. Footage exclusively obtained by SaharaReporters showed how the military had dumped the bodies of some dead into the street who then had their pockets picked by nearby looters.

The military then continued using force against the small IMN sect for several more days including hunting down the leader Sheikh Ibrahim Zakzaky, assaulting him, plopping him into a wheelbarrow, and keeping him in secret detention. The military also killed several members of Mr. Zakzaky’s family, burned down some of his businesses, and destroyed his home and religious sites of importance to the Shiite community. The IMN still demands the release of Mr. Zakzaky who is reportedly under medical treatment from injuries received by the military.

Mr. Musa’s statement noted that this procession “is a yearly event that has been going on in several cities across the Nation for decades without any incident.” He added that the IMN are “amazed at what happened to our fundamental constitutional right to peaceful assembly and practice of religion.”

SaharaReporters spoke with a worshipper who partook on the procession and observed the heavy security presence. Speaking with our correspondent anonymously he described the day’s scenes.

He said “we arrived at Central mosque [in Katsina State] but was soon surrounded by police and army men. The men told us that we needed to leave the area, that we could not enter the mosque.”
When asked whether the army gave an explanation to IMN members the source said, “no they did not tell us anything just that we were not welcome.”

According to sources in attendance at the procession, the military confiscated property belonging to the worshippers. “They took our banner, plaques of our group, posters of our Shiite leaders” and other things belonging to the group.

One source speaking to our correspondent said “it was wrong for them to take that property. Totally and completely wrong. There was nothing criminal there, nothing harmful.”

Subsequent statements by the group have underscored their mistrust of security agencies and State government, in particular the Governor of Katsina State Bello Masari. They also reiterate their demand that Mr. Zakzaky, who remains in detention, be released.

The Vice-Chancellor, Prof. Bashiru Ademola Raji, during the 4th & 5th Convocation Ceremony of the institution, stated that the university graduated a total of 350 students in the 2013/2014 and 2014/2015 Academic Sessions, out of which, 102 finished with second class upper honours.
Another 172 made second class lower, and 59 made third class.

The university also launched a N5 billion endowment fund to complete the ongoing projects on the campus including the NDIC Science Laboratory, University Health Clinic, the university Central Mosque, reconstruction of the Senate Building, Female Hostel and Perimeter Fencing of the campus.
Professor Bashir also said the university has established more academic linkages with sister universities across the globe. 

His words “One of the reasons for our quality teaching is the linkage of our teaching to high quality research. Our faculty last year had an average of 3.5 published papers in journals and over 20 on-going active researches in the area of Peace studies and Conflict Resolution; Islamic Banking; Extraction from Indigenous plants among others.”

The VC reiterated the commitment of the university to providing its students with the best of education and assured that the institution will continue to develop high quality teaching and research.

Photos have emerged of a Naked high school teacher in Guangxi province who tried to rape a female student on campus. The incident occurred around noon time on March 28 at Taiping High School in Lingshan County, the People’s Daily Online reports.

Teachers immediately intervened and managed to free the student from the 30-year-old male teacher, surnamed Huo.


 
 
The Publicity Department of Lingshan County released a statement confirming the incident. It said Huo has a suspected mental illness and works in the laboratories of the school.

The statement said the teacher had received treatment in 2011 for psycotic episodes, however after two years he was declared fit to return to work.The school chose to base Huo in the laboratory and said he would not be allowed to teach classes. For the past five years he has performed well in his role.

After the incident, faculty immediately called the police and informed the man’s family who took him to the hospital for treatment.

The Plateau Government has warned prospective miners to obtain license from it or be stopped from engaging in any mining activity in the state.

The state Commissioner for Environment, Mr Abdullahi Abbas, gave the warning in Pankshin during a courtesy call on the state’s ALGON Chairman, Mr Stephen Jings.

“We will no longer tolerate prospective miners running to Abuja to obtain licenses from the Federal Government and run back to start mining activities here without any recourse to us as the custodians and owners of the land.

“All miners must come forward and obtain license from us to enable them to continue or start mining activities on our soil, else they should consider themselves illegal miners.

“Enough is enough of this hide-and-seek game of miners on the Plateau; we must know who and who and where they are mining so as to keep our environment safe.

“Plateau state is losing revenue in billions of Naira in terms of fees and taxes. The state government is out to block all loopholes to boost its IGR, especially now that we are diversifying our economy,’’Abbas said.

The commissioner also warned illegal miners to stop their nefarious activities or face the wrath of the law as government would no longer fold its arms and watch them defraud it and destroy the land wantonly.

He disclosed that the state had introduced a “Monthly Award’’ for the cleanest Local Government Area in the state and advised all the 17 local governments to take the monthly sanitation serious.

The Nigerian Army said on Tuesday that it had captured Alagarno, the `spiritual power base’ of the Boko Haram terrorists in the North-East.

Maj.-Gen. Lucky Irabor, the Theatre Commander of Operation Lafiya Dole who stated this while briefing newsmen in Maiduguri. said; On 18 Mar 16 at about 0900 hrs troops of 3 and 7 Division commenced advance to capture ALAGARNO with a preparatory air bombardment by NAF.

“Advance was halted severally due to planted IEDs along the routes leading to ALAGARNO. During the operations, troops cleared YAJIWA, JOBA, MOSA, ARIWUZUMARI, MISSENE SANSAN and KAGALMARI villages. Our gallant troops finally entered ALAGARNO on 28 Mar 16 during which several BHTs were killed along the route.

“This operation demystified the BHT spiritual power base in ALAGARNO. Throughout the operation, the NAF monitored the operation, consistently resupplied the advancing troops as well as assisted in evacuating soldiers that were wounded in action.

He said that motorcycles which were inducted into the operation and launched by the Chief of Army Staff Lt Gen TY Buratai on 27 Feb 16 at DAMBOA have been very useful in areas of road piquetting and for patrols among other tasks.

“Let me also state that troops in the Theatre have also been conducting clearing operations on a daily basis in the Theatre of Operation to destroy remnants of the terrorists still harbouring in some Local Government Areas as well as rescue civilians held in captivity. Clearing operations that troops of Operation LAFIYA DOLE have conducted includes:

“Troops of 81 Task Force Battalion cleared and destroyed Boko Haram Terrorists (BHT) camps at KOMALA, DOLE, KUMASI and MAUDORI villages around the fringes of ALARGANO. Some insurgents were killed while 2 were arrested. In addition, 2 BHT Toyota pick-up vehicles, 40 motorcycles and fuel dumps were destroyed, he said.

PRESS CONFERENCE ON OPERATION LAFIYA DOLE BY MAJOR GENERAL LUCKY IRABOR, THEATRE COMMANDER, OPERATION LAFIYA DOLE ON 29TH MARCH 2016

1. Consistent with our promise to keep the public duly informed of the progress in Operation LAFIYA DOLE, I wish to address you today, to give an update of operations since our last formal meeting. You are quite aware of the change of Command in the Theatre since 17 Mar 16. My inability to address you since assuming Command is largely due to the operations we have been conducting to which the outcome would be made public in this briefing. The Nigerian troops of Operation LAFIYA DOLE in a bid to bring the insurgency in the North East to an end have recorded successes. Some of the major successes are:

a. Capture of KUMSHE. On 23 Feb 16 at about 0740 hrs, Own troops in conjunction with Cameroonian forces commenced advance to clear and capture KUMSHE. Twenty Boko Haram Terrorists (BHT) were killed while equipment captured include one gun truck mounted with Anti-Aircraft gun, 2 AK 47 rifles as well as 60 mm mortar. Three Cameroonian soldiers sustained injuries while trying to deactivate Improvised Explosive Devices (IED) buried along the way. It is worthy to note that the joint force encountered about 10 IEDs during the operation. KUMSHE was eventually captured with little resistance from the BHTs on 24 Feb 16.

b. Capture of KALA- BALGE. On 23 Mar 16 troops of 22 Brigade in conjunction with elements of Armed Forces Special Forces (AFSF) Battalion and Army Headquarters Strike Group (AHQ SG) advanced to clear, capture and hold Kala-Balge LGA and the general areas of the Local Government. In the process, pockets of insurgents in Wumbi, Tunish and Tilem villages were cleared. 

The BHT training camp at Tilem was destroyed. The terrorists suffered heavy causalities including the destruction of 2 of their Toyota pick-up vehicles and 4 Canter trucks. Troops recovered 4 AK 47 rifles and a Mortar tube. Our gallant troops killed 15 insurgents, recovered other weapons and equipment and freed 567 civilians held hostage. The pictures of troops in KALA BALGE LGA are as shown on the screen. Troops are currently conducting clearing operations in the general area to destroy remnants of the terrorists still operating in KALA- BALGE.

c. Offensive to Capture ALAGARNO. On 18 Mar 16 at about 0900 hrs troops of 3 and 7 Division commenced advance to capture ALAGARNO with a preparatory air bombardment by NAF. Advance was halted severally due to planted IEDs along the routes leading to ALAGARNO. During the operations, troops cleared YAJIWA, JOBA, MOSA, ARIWUZUMARI, MISSENE SANSAN and KAGALMARI villages. 

Our gallant troops finally entered ALAGARNO on 28 Mar 16 during which several BHTs were killed along the route. This operation demystified the BHT spiritual power base in ALAGARNO. Throughout the operation, the NAF monitored the operation, consistently resupplied the advancing troops as well as assisted in evacuating soldiers that were wounded in action.

2. You will recall that motorcycles were inducted into the operation and launched by the Chief of Army Staff Lt Gen TY Buratai on 27 Feb 16 at DAMBOA. The Motor Cycle Battalion has been very useful in areas of road piquetting and for patrols among other tasks. Let me also state that troops in the Theatre have also been conducting clearing operations on a daily basis in the Theatre of Operation to destroy remnants of the terrorists still harbouring in some Local Government Areas as well as rescue civilians held in captivity. Clearing operations that troops of Operation LAFIYA DOLE have conducted includes:

a. Troops of 81 Task Force Battalion cleared and destroyed Boko Haram Terrorists (BHT) camps at KOMALA, DOLE, KUMASI and MAUDORI villages around the fringes of ALARGANO. Some insurgents were killed while 2 were arrested. In addition, 2 BHT Toyota pick-up vehicles, 40 motorcycles and fuel dumps were destroyed.

b. In another development, troops of 25 Brigade cleared BHT camps at Galmasku Muli, Chiralia, Maisani Talala, Ajigin Shetimalau 1 and 2 and Dalomi. During the operation 250 hostages were rescued, 5 BHT trucks, 80 motorcycles and many bicycles were destroyed. Additionally, several IED-making materials were recovered and destroyed.

c. In a similar development, troops of 7 Division comprising 112 Battalion, AHQ SG and Air Component conducted joint fighting patrol with civilian JTF to Anadawa, Talbari, Choga, Dagumba, and Hagibiri Manawaji in Mafa-konduga axis. On sighting own troops, the in insurgents fled. Consequently, troops destroyed the BHT camps at Dagumba and also cleared the Mafa-Konduga road.

d. Troops of 157 TF Bn in 8 TF Div Area of Responsibility conducted ambush along BHT crossing points between Mile 90 and Yoyo. In the process 3 motorcycles and several gallons of PMS were recovered. Additionally, troops of Brigade Quick Response (QRG) Force of Headquarters 7 Brigade MNJTF sprung a deliberate ambush 10km east of Kekenoa on some BHT riding motorcycles. Two insurgents were killed while 2 AK 47 rifles, 2 magazines, 3 motorcycles, one hand grenade, and some food items were recovered.

e. Troops of 25 TF Bde conducted offensive operations to clear BHTs from their base at TALALA and AJIGIN. Troops cleared the insurgent camps at GALMASKU MULI, CHIRALIA, DOKSA, GWOLGORE, MAISANI, TALALA, AJIGIN, SHETIMALU 1&2 and DALOMI. Our gallant troops destroyed 15 pick -up vehicles, 5 trucks and 80 motor cycles. Several IED making materials were also recovered and destroyed.

f. Troops of 27 TF Bde conducted fighting patrol to suspected BHTs hideout close to GAMSARI village in YUSUFANARI LGA in Yobe State. Troops successfully cleared the terrorists from their hideout. Among the items recovered was one Armoured Personnel Carrier captured from our troops in 2015. Other items are one Isreali assault rifle, extra magazine, 70 rounds of 5.56mm (NATO) and one Motor Cycle.

3. The Theatre Command wishes to reassure the public of its untiring resolve to safeguard lives and properties of Nigerians in the North East. Regarding the online video clip purportedly released by the BHT leader or his replica showing remorse and making a dying testimony, let me unequivocally state that it does not have any influence on Operation LAFIYA DOLE as our gallant troops are determined to completely wipe out all terrorists in our great country Nigeria. It is imperative to add that we shall not rest on our oars in implementing the directives of our courageous leaders, C-in-C, CDS, the COAS Lt Gen TY Buratai, and other Service Chiefs at ensuring that the BHTs are completely defeated and their remnants cleared wherever they hibernate.

However, we are mindful that most of the BHT are tired of their ignoble adventure. We are ready to receive them whenever they so decide. Consequently, all would be terrorists, suicide bombers and other BHTs are advised to do away with their senseless venture and surrender to the security forces. For those ready to surrender, they are hereby assured that they would be humanely treated in line with international best practices and in accordance with the International Humanitarian Law.

4. Let me once again commend the invaluable support and contributions of all stake holders in this fight against insurgency in the North East. I wish to assure you that the Nigerian Military is more than ever determined to secure our great country. To the members of the public, I urge you to remain vigilant and report any suspicious movement of persons and objects to the military or to the nearest security agency. 

Before I end this brief, I will like to place on record, the commendable cooperation and contribution of the Cameroonian Forces. Their active involvement even at the expense of the lives and well-being of their troops is worthy of emulation by our other neighbours. I wish to also use this opportunity to commiserate with the Cameroonians for the loss of their gallant officer and soldiers who paid the supreme sacrifice during the joint operations. We equally remember the death of Maj Gen YM Abubakar in the line of duty. May the gentle souls of all troops from Nigeria and Cameroon who lost their lives rest in peace. Thank you.

Contrary to claims once made by the current Government of Nigeria that “no inch of territory” is under the control of Boko Haram, the Minister of Defence, Brig-Gen. Muhammad Mansur Dan-Ali, has said that two or three Local Government Areas of Borno State are still controlled by the terrorists.

He however stated that the Nigerian military has made enormous gains in the fight against the insurgents in recent times, having reduced the terrorists’ control of Nigerian territory down to this relatively small area.
In a chat with Voice of America (VOA) on Wednesday, the minister remarked that the military has reclaimed much of the land once occupied by the terrorist group in the three North Eastern States of Adamawa, Borno and Yobe, forcing Boko Haram to wage mostly guerrilla warfare at present.

“Within one year, the coming of our president has changed the game. Look at what was happening before…. Now we may have maybe two local governments,” he said.
Speaking further, he told VOA that the military should be able to clear the terrorists out of the Sambisa Forest within two or three months.

The minister’s remarks are coming barely two months after the senator representing Borno Central in the National Assembly and a member of the All Progressives Congress (APC), Senator Baba Kaka Garbai, sparked controversy when he claimed that his state is divided in equal measure between the terror sect and the Nigerian military.

Also, VOA in its report, recalled that President Buhari, had shortly after he was inaugurated as president in May 2015, confidently declared that Boko Haram would be defeated by the end of that year. Before 2015 was over, Buhari announced that he had succeeded in his pledge, claiming that Boko Haram is now “technically defeated”.Dan-Ali said that President Buhari’s regional and international approach to the fight against Boko Haram has also made a huge difference.

“We have been receiving specialized training and intelligence sharing. If you can remember, my president has been going around. In the fact, the five neighbors, including Cameroon, Chad, Benin, have been integrated. We are all working together and we are sharing information, and the international community is also advising us in the right direction,” he said.

On the identity of the would-be girl suicide bomber who told Cameroon authorities this week that she is one of the 276 Nigerian school girls kidnapped by Boko Haram in 2014, Ali said the Nigerian military has information that while the girl was captured from Chibok, she was not among the 276 captured in 2014.

The Nigerian Society of Engineers, Maitama branch, celebrated the World Water Day 2016 by bringing a new lease of life to Gudilah Community, Abaji Area Council of the Federal Capital Territory, by donating a borehole to the community at a well attended event within the community on March 26 2016.


Speaking at the commissioning of the borehole, Engr Israel Abraham, MNSE, Chairman, NSE, Maitama branch said that the branch is interested in giving back to the society at this auspicious time when the World Water Day is being celebrated across the globe.


In his words, ‘The Nigerian Society of Engineers, Maitama branch decided to donate this borehole to this community to mark the 2016 World Water Day. We discovered that there was no access to quality water and this is one of the necessities of life and not a luxury. We are poised to give hope to people across various strata of life’.




While appreciating all Engineers who supported the vision, Engr Michael Uba, MNSE, Project Co-ordinator said, ‘the feat was only achievable through the collective effort of all the members of the Maitama branch of the Nigerian Society of Engineers.’


The Sarki Gulidah, Sarki S. Abubakar, Dogan Payi Village, was full of life as he acknowledged the contribution of the NSE to his community. He said, Our wives and daughters have been going to fetch water from the river- we cook, bath and drink this water. We have seen this type of facility in other places but we have no access to it until these God-sent Engineers brought it here. We would protect it and show it to many generations of children born into this community.’
The World Water Day is celebrated to show the importance of water on the globe. The theme for this year is Water and Jobs ("Better water, better jobs") - This shows the correlations between water and jobs created either directly or indirectly by water sources on the globe. As water scarcity worsens around the globe, industries heavily dependent on water like textiles and agriculture are at risk of increased costs, which can then get passed to the consumers.

Super Eagles players, Odion Ighalo of Watford; Victor Moses of West Ham and Godfrey Oboabona of Rizespor in the Turkish league have given their support towards the football event organized with a view to giving hope to the Internally Displaced Persons in Nigeria. 
 



IDPs have been scattered all over the federation in settlements provided for them by the federal government.


 
 

The event will take place in Abuja on April 6 at the Gongola Settlement for the IDPs and it is expected to be top-notch that will showcase Nigerians and people from the diplomatic communities donating gifts to the people.  

A football match between the IDPs and a selected side will be staged on that day, this however will involve both the Male and Female.

In a statement by the organiser, Aderonke Ogunleye-Bello an award-winning Nigerian journalist, she said the event is aimed at using sports for development and to give back:

“Sports is a universal language which can be used to make a lot of change in the world, we aim at using this event to preach a message of hope to the IDPS and show them that we love them and to also assure them that, they have not been forgotten.”

“April 6 is a UN day on sports for peace and development and we have decided to take a message to the IDPs by reassuring them that all will be okay.”

To commemorate the day, the Nigerian Red cross, UNAIDS, UNFPA, UNICEF, The Likeminds project, NAIJ.com, Pulse.ng, Hon. Dapo Lam-Adesina, The Nigeria Football Federation, 36 lions football club, Argentine embassy and people from the diplomatic community are partners of the event.
